Is Baptism Necessary to Salvation?

My brief answer is that baptism is the formalization of conversion and an important step of obedience required of every believer, but that salvation/regeneration occurs before baptism and is not contingent upon it. Baptism is to follow salvation; one who has turned from sin to Christ is saved at the point of belief.
